Nigeria deepens OECS partnership with scholarships, visa waivers and technical aid

Nigeria’s President Bola Ahmed Tinubu used his first official visit to Saint Lucia this week to launch an ambitious package of initiatives designed to tighten Abuja’s relations with Saint Lucia and the wider Organisation of Eastern Caribbean States (OECS).

Speaking before a special joint sitting of the island’s Parliament, Mr Tinubu declared that the two countries had “formalised diplomatic relations” and that Nigeria is “open to a visa-waiver arrangement for holders of diplomatic and official passports from OECS member states.”

Under the new framework, OECS officials would have easier access to Africa’s largest economy while Saint Lucia and its neighbours gain a direct diplomatic channel in Abuja. The Nigerian leader also pledged full scholarships for OECS students, placing special emphasis on science, technology and maritime studies.

“Together, we can leverage our strengths to attract investment, create jobs and forge joint ventures that benefit our peoples,” he told lawmakers.

The visit revived long-standing Pan-African sentiments. Tinubu reminded his audience that Nigeria stands at “the creative heart” of Africa, citing the global reach of Nollywood, Afrobeats and West African cuisine. He described the new partnership as “an enduring idea of Pan-Africanism,” adding that shared heritage should translate into shared prosperity.

Beyond the scholarship offer, Abuja will extend the Nigerian Technical Aid Corps (TAC), a volunteer programme that deploys doctors, engineers and teachers across the developing world, to OECS capitals. Tinubu said health and climate resilience would be priority fields, urging joint scientific research on flooding, drought and other challenges that affect both West Africa and the Caribbean.

Education sits at the heart of the plan. Nigeria proposed exchange programmes between its universities and those in the sub-region, alongside the creation of maritime universities to build shipping and blue-economy expertise.

With a domestic market exceeding 220 million people, Nigeria is positioning itself as both supplier and consumer for OECS exports. Tinubu argued that the bloc could source inputs from West Africa while using Nigeria as a gateway to the continent. He quoted Pan-African icon Marcus Garvey, “Get organised and you will compel the world to respect you”, to underscore the need for coordinated Afro-Caribbean engagement.

Saint Lucia’s Prime Minister Philip J. Pierre warmly welcomed the scholarship programme, noting that it dovetails with his government’s goal of ensuring “one tertiary-educated student in every household.” Pierre insisted that, although Saint Lucia’s population of 180,000 pales beside Nigeria’s, “Africa’s future greatness will be our future greatness,” predicting that the partnership would “rekindle the ties that bind us.”

The historic day concluded at Government House, where Governor-General Sir Errol Charles invested the visitor as a Knight Commander of the Order of Saint Lucia (KCOSL). Tinubu, already Grand Commander of Nigeria’s Order of the Federal Republic, now carries the full style His Excellency Bola Ahmed Tinubu, GCFR, KCOSL, President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria.

While no timetable was set, both leaders agreed to expedite the legal work required for visa exemptions and to establish a bilateral commission that will monitor progress on education, health and climate-adaptation projects. As Tinubu departed Castries, he reiterated that the new diplomacy is “both strategic and emotional,” rooted in a shared past yet firmly aimed at a collaborative future.
